Install a live site locally to create posts for upload later

Via FTP I have downloaded the entire site I wish to work on offline.
Would someone point me to a tutorial on how to install it locally using xamp. I have installed new sites without a problem but for the live site I am having trouble getting the database up and running.
I think it maybe due to me not exporting the DB and just downloading it.

Any help much appreciated.

Without knowing what sort of machine you are on it's hard to say here are the steps - there are a couple of stack install programs (mac & pc) which create the server / database for you  - you still need to import everyting.

Personally I would not recommend this method for working on a WordPress site - unless you know nothing is going to be done on the "live" version

Nothing meaning / including: comments, uploads, forms, posts, pages anything else.

It is very easy for things to get out of sync / overwrite content without realizing it
